Module 1: Law

CIVIL LAW:
- Law relating to persons (natural and legal persons, legal capacity)
- Family law (couples, marriage, civil partnerships)
- An Introduction to Property Rights
- Possession and ownership (types, acquisition, restrictions, notarised form)
- Limited real rights (easements, building rights, mortgages, debentures)
- Land register (register, entries, extracts)


LAW OF CONTRACTS:
- Basic concepts (obligation, claim, debt)
Enforcement safeguards (contractual penalties, forfeiture clauses, sureties, bank guarantees)
- General section (contracts, tort, unjust enrichment, limitation periods, liability)
- Sale and donation
- Property sale contract
- Works contract (warranties, defects, SIA standard
- Agency agreement
- Brokerage agreement
- Performance guarantees (contractual penalty, forfeiture clause, surety, bank guarantees)


CIVIL PROCEDURE:
- Structure and scope
- Conciliation proceedings: ordinary, simplified and summary (as applied to property matters)


TAXATION:
- The Swiss tax system (structure, tax sovereignty)
- VAT on property (taxable supplies, option to charge, input tax deduction)

Module 2: Knowledge of construction

BASICS OF CONSTRUCTION TECHNIQUES:
- Associations, publications and standards (SIA, CRB, CFC, CAN, CECB, etc.)
- Building cost codes (CFC, eCCC, CRB)
- Reading plans (preliminary design, planning permission, construction)
- Technical symbols, areas and volumes in accordance with SIA
- Types of construction and load-bearing elements
- Building envelope (foundations, façades, roof)
- Technical installations (heating, electricity, ventilation, plumbing)
- Finishing works (floors, walls, joinery, kitchens)
- Building physics (heat, humidity, sound, corrosion, thermal bridges)

ENVIRONMENTAL, PLANNING AND CONSTRUCTION LAW:
- Environmental Protection Act (EPA), contaminated sites
- Spatial Planning Act (LAT)
- Construction law (regulations, zoning, requirements)
- Building consent procedure and avenues of appeal

Module 3: Political Economy and Business Economics

POLITICAL ECONOMY:
- Maslow’s hierarchy of needs, «homo economicus»
- The magic hexagon of economic policy
- Supply and demand, price elasticity
- Market structures and competition
- Externalities and market failure


BUSINESS ECONOMICS:
- Financial management, accounting (in accordance with Swiss GAAP), financial ratios and management accounting
- Investment calculation
- Analysis of the balance sheet, profit and loss account and cash flow statement


PROPERTY FINANCE:
- Security interests (types, mortgage deeds)
- Building and mortgage loans
- Credit control and authorisation process
- Financing and solvency calculations
- Yield values: actual, market, fair market and insurance


PROPERTY MARKETS AND MARKETING:
- Property marketing (quality, yield, segmentation)
- Stages of marketing and characteristics of property markets

Module 4: Property Valuation

TERMS AND CONDITIONS:
- Code of conduct and ethical requirements
- Values (market, fair, going concern, liquidation, collector’s, tax, rental and insurance values)
- National and international standards (RICS, TEGoVA)
- Accounting standards (Swiss GAAP FER, IAS/IFRS)


FACTORS AFFECTING VALUE:
Analysis of tenancy agreements and management fees
- PPE (structure, conditions, organisation)
- Condition of the building and ageing
- Sustainable development, easements, land charges
- Land-use planning, pollution, natural hazards
- Micro/macroeconomic conditions, supply and demand, economic climate, interest rates


ITEMS FOR VALUATION:
- Undeveloped land (building plots, industrial estates, building rights)
- Developed land (residential properties, retail premises, offices, industrial premises, freehold flats)
- Rural and complex developments (hotels, agriculture, infrastructure)

Module 5: Project work (specific test)

- Completion of a full project before the exam
- Presentation and oral defence before a panel of experts

Module 6: Revision and exam practice

- Written and oral mock exams

FAQ

Track A : Qualification + experience

  • CFC (at least 3 years’ training), Maturité, recognised business qualification, ES diploma, federal certificate or diploma, Bachelor’s/Master’s degree, or equivalent qualification
  • + 3 years’ professional experience full-time in the property sector (after qualifying)

Track B : Experience alone

  • 5 years' professional experience full-time in the property sector, no qualifications required

In both cases : at least two years’ professional experience must have been gained in Switzerland (or Liechtenstein).

Recognised occupations : property management, estate agency, valuation, property consultancy, facility management, construction-related fiduciary services.

Documents to be provided : Professional CV, copies of qualifications and employment certificates, language of the examination, proof of identity, criminal record certificate (< 6 months).

The required number of years must have been completed by the time of the examination, not at the time of enrolment.

This vocational training course is aimed at professionals working in the property sector who wish to have their skills recognised through a federal certificate, in particular:

  • Property managers wishing to specialise in valuation
  • Estate agents wishing to broaden their skills
  • Bank employees (mortgages, property finance)
  • Insurance and pension fund staff dealing in property
  • Trustees active in supporting construction projects
  • Estate agents and facility management professionals
  • Public sector employees (land registry, property taxation)

Ideal candidate profile : meticulous, honest and impartial individuals with good analytical and writing skills, who are prepared to travel frequently (to visit properties).

Key condition : have significant professional experience in the property sector (3 to 5 years depending on the candidate’s profile; see entry requirements), as practical experience is considered essential to complement theoretical knowledge.

The examination includes 5 tests making a total of 12.25 pm (written exams on 11–12 May, oral exams on 13–14 May, according to the 2027 examination session):

  • Law : written, 2 hours, weighting 1
  • Knowledge of construction : written, 1 hour 30 minutes, weighting 1
  • Political Economy and Business Economics : written, 2 hours, weighting 1
  • Property valuation : written, 6 hours, weighting 2
  • Property valuation : oral, 45 mins, weighting 2

The oral exam takes the form of an interview with two experts: you are presented with a practical case study which forms the basis for a professional discussion, assessing first your interpersonal and methodological skills, and then your technical skills.

Assessment and success

  • Notes from 1 to 6 (half marks allowed), 4 = pass
  • The exam is passed if:
    • an overall mark of ≥ 4.0
    • A single exam may be marked below 4.0
    • no exam < 3.0
    • the average of papers 4 and 5 (estimated) ≥ 4.0

In the event of failure

  • 2 possible repetitions
  • The first revision session focuses only on the exams where the mark was less than 5.0
  • The second mock exam covers all the papers from the first mock exam

To success, the federal patent is issued and the title Property Valuation Expert with a Federal Certificate can be worn.
