Context and issues

The Swiss real estate sector is going through a period of profound transformation: energy transition, urban densification, pressure on land, renovation of the building stock between now and 2050 - the stakes are high, and professionals capable of managing complex development projects are more in demand than ever. Property developers occupy a strategic position at the crossroads of the legal, technical, financial and regulatory worlds. As the project's conductor, they bring together a wide range of stakeholders - investors, owners, architects, local authorities and users - and must manage each project with rigour, vision and responsibility.

For a long time, these skills were acquired on the job alone, but they are now officially recognised thanks to the Swiss Federal Certificate of Qualification (brevet fédéral), a qualification issued by the Swiss Confederation and governed by the Federal Law on Vocational Training (LFPr). Preparing for it means enhancing your expertise, reinforcing your professional legitimacy and opening yourself up to greater responsibilities in a rapidly changing market.

Module 1: Law

- Civil Code: personal law, family law, real rights (easements, PPE, mortgages, land register)
- Code of Obligations: sale of property, management mandate, contract for services, brokerage contract
- Civil procedure: dispute resolution, lease procedure
- Property taxation: taxes on acquisition, ownership and disposal; intercantonal double taxation
- VAT and real estate: invoicing, excluded/exempt transactions, option to tax

Module 2: Knowledge of construction

- Reading architect's plans and CFC classification of work
- Building physics: thermal insulation, acoustics, Minergie standards
- Calculation of surface areas and volumes in accordance with SIA 416
- Building and planning law (LAT, cantonal regulations)
- Planning permission procedure
- Elevation, renovation, contemporary building techniques

Module 3: Project management

- Traditional project management methods and tools (planning, milestones, deliverables)
- Coordination of stakeholders (project owner, contractors, authorities)
- Managing risks and hazards on site
- Stakeholder communication and management

Module 4: Property development

- Feasibility analysis and market studies
- Financial arrangements and profitability calculations (sales, rents, yields)
- Legal structure of the project (SA, SARL, simple companies, PPE)
- Bank financing and equity capital
- Marketing and sales process
- Sustainable development and the carbon footprint of projects

Module 5: Project work (specific test)

- Completion of a full project before the exam
- Presentation and oral defence before a panel of experts

- Written and oral mock exams

Track A :

  • Level II secondary education qualification (CFC of at least 3 years, Maturité of all types, Confederation-recognised commercial diploma) or higher education diploma / federal diploma / Bachelor's or Master's degree
  • + 3 years' full-time professional experience in a real estate profession at the time of the examination
  • + Certificate of completion of an introductory course in real estate economics (or equivalent)

Track B :

  • 5 years' full-time professional experience in real estate, including at least 2 years in Switzerland or Liechtenstein
  • + Certificate of completion of an introductory course in real estate economics (or equivalent)

This course is aimed at property professionals who have been working in the sector for several years and wish to move into development, promotion or project management roles. It is particularly suitable for :

  • property managers, brokers, valuers wishing to broaden their field of action
  • employees of banks, funds and institutions involved in property projects
  • building professionals (architects, engineers, project managers) wishing to take on a promotional role
  • anyone working in the property sector who has been working in the property development sector for several years and wishes to reorient or enhance their career in this area

The professional examination for the Federal Certificate in Real Estate Development is organised as follows periodical by the Swiss Commission for the Examination of Real Estate (CSEEI). Sessions are not annual: they are planned according to the number of candidates and promotions in training.

The exams take place in Switzerland, at a location determined by the CSEEI. In French-speaking Switzerland, they have historically been held in the Lake Geneva region.

The exact dates and location of the next session will be communicated directly by the CSEEI. We recommend that you visit the official website or contact the commission directly for the most up-to-date information.

The course is priced at CHF 12 900., excluding federal examination fees.

The good news is that the Confederation can reimburse up to 50 % of your training costs. Since 2018, the Confederation has reimbursed 50 % of the costs of courses preparing for a federal certificate, up to a maximum of CHF 9,500, provided that the candidate sits the federal examination after the course. Entitlement to the subsidy is independent of the examination result. 

In concrete terms, for a course costing CHF 12,900, you can receive a reimbursement of CHF 6 450.00, bringing your net investment to CHF 6 450.00.

Qualifying conditions:

  • Attend a course on the SEFRI list of preparatory courses, pay the course fees yourself and be legally resident in Switzerland at the time of taking the exam.
  • The grant application is submitted after passing the federal examination, by submitting invoices and proof of payment via the SEFRI online portal.

You should also bear in mind that the price of the exam is not included in the preparation. It depends on the examination centre, and costs around CHF 2,000.

The exam is organised by the Swiss Commission for Real Estate Examinations (CSEEI), in accordance with the Federal Law on Vocational and Professional Education and Training (LFPr).
It consists of 6 events, This involves a combination of writing, speaking and project work prepared in advance:

  • Law -> 2-hour written test
  • Knowledge of construction -> 1h30 written test
  • Project management -> 2-hour written test
  • Property development -> 6-hour written test, followed by a 45-minute oral test
  • Project work -> carried out before the exam, then presented orally to a panel of experts (45 minutes)

Real estate development tests and project work are double-weighted, which makes them the most decisive tests for obtaining the brevet.
